Thomas F. Jardon, the former Director of Housing at Citrus Health Network, has been arrested on multiple felony charges alleging he orchestrated a large-scale fraud scheme involving public and charitable funds in Miami-Dade County.
Charges and Alleged Scheme
Jardon faces charges of racketeering, organized scheme to defraud over $50,000, multiple counts of grand theft, and identity theft, according to the Miami-Dade State Attorney’s Office. Investigators allege he created fictitious companies and submitted fraudulent leases and invoices for services and goods that were never provided.
The scheme allegedly caused Citrus Health Network to pay more than $559,000 for non-existent furniture deliveries between September 2022 and November 2025. Jardon’s bond was set at $695,000.
Investigation and Response
The case was investigated by the Miami-Dade Sheriff’s Office Internal Affairs Office and the Miami-Dade County Office of the Inspector General. Citrus Health Network, a non-profit that serves foster children, individuals with mental illness, and the homeless, fired Jardon on December 5, 2025, after employees raised concerns about his conduct. The organization has since reimbursed Miami-Dade County $1.2 million related to the alleged theft.
