Tugboat Operator Sentenced to 18 Months After Fatal Biscayne Bay Collision

Yusiel Lopez Insua was sentenced to 18 months in prison after pleading guilty to seaman’s manslaughter in the July 28, 2025, Biscayne Bay collision that killed three girls at a sailing camp. A camp counselor and two other girls survived.

The court also imposed three years of supervised release, during which Lopez Insua may not operate a vessel or serve as a lookout. The factual proffer accompanying his guilty plea states that the tugboat was pushing a construction barge that blocked his forward view and that no one aboard the barge was assigned to or acting as a lookout.
