Thomas Jardon, formerly the director of housing at Citrus Health Network, has been charged with allegedly stealing more than $1.2 million from the Miami-Dade Homeless Trust, according to the Miami-Dade State Attorney’s Office.
Charges and Arrest
Jardon faces multiple charges, including organized scheme to defraud, grand theft, identity theft, and participating in a pattern of organized criminal activity. He is currently in custody with bond set at just under $700,000.
Discovery and Termination
Citrus Health Network, a nonprofit community mental health center, discovered the alleged theft through an internal audit and reported the matter to authorities. Jardon was terminated from the organization in December 2025. The nonprofit has reimbursed Miami-Dade County more than $1.2 million to cover the reported loss.
State Attorney Katherine Fernandez Rundle announced the charges at a press conference on Wednesday. All charges are allegations; Jardon has not been found guilty.
